*Dear friends,*

*I want to express you my faithful gratitude now that I have concluded my
duties as President of the Ecuadorian Presidential Technical Commission
for the New International Financial Architecture.*

*During the time I served this Commission, a post delegated by Mr.
President Rafael Correa, from mid-2007, we assumed the challenge of
proposing mechanisms and innovative alternatives that will allow to make
real the high aspirations of the new integrationist horizon in Latin
America, which in a unprecedented way in the history of our countries, put
the strengthening of financial and monetary sovereignty among its highest
priorities. We had the honor of taking part in this collective quest, in
which we, jointly with the other fraternal countries, could make brighter
all the transformative initiatives such as the Bank of the South, the
Unitary System of Regional Compensation Payments (SUCRE) of the ALBA
countries, as well as the present discussion that takes place in the heart
of the UNASUR, concerning the possibility of establishing a Latin American
Reserve Fund, which is an evidence of a rupture with the logic of the old
international financial architecture by establishing a significant
rethinking of the Latin American integration process.*

*This period also coincided with the emergence of the global crisis of the
capitalist system which was originated in the North developed countries and
which represents right now a threat to peace and the survival of
humanity. Facing this
scenario, we seek to work with all progressive humanity’s forces on a new
civilizing horizon, with a democratic vision, in order to give alternative
and sharp answers to the crisis, other than the currently implemented by
the countries of the capitalist Core.*

*However, the new phase of the global crisis and the institutional inertia
which still affects our countries, represent a threat to the transforming
spirit that is present in the New International Financial Architecture.
This demands that all of us, and all the civil society of the region and of
the world may effectively mobilize our best efforts with the purpose of
ensuring that the new economic and financial integration processes may rise
to the challenge to respond the need of unity among our people, which is a
Latin American historical vocation.*

*I fervently thank you for all the generous support received, and the
efforts that we have jointly undertaken, seeking to make real the dream of
the Liberators, the creation of the great Latin American Homeland.*
