In news from the Middle East, Israel’s former army chief Benny Gantz has declared victory over Israeli Prime Minister Benjamin Netanyahu after Monday’s election.

With 99% of the vote counted, Gantz’s Blue and White party has two more parliamentary seats than Netanyahu’s Likud party. Gantz has vowed to form what he called “a broad liberal, unity government,” and has rejected Netanyahu’s call for a power-sharing agreement.
