In 1999, the UN established the *”the Al-Qaida and Taliban Sanctions Committee”*, charged with producing a list of people and entities associated with Al Qaida, Osama bin Laden, or Taliban whose bank accounts could be frozen or who are under a travel ban.

*”There has been some resistance to it”* by some members of the U.N., he said, adding that today *”there is more willingness that this can be reconsidered”*.
