On September 3, 2025, the United Nations Security Council welcomed advances in the political process led and sustained by Libyan actors with the support of the UN Support Mission in Libya (UNSMIL). This process aims to end the transitional period, achieve the unification of institutions, and move towards free, fair, transparent, and inclusive presidential and legislative elections within 18 months, in accordance with resolution 2755 (2024).
Council members urged Libyan parties to engage fully, transparently, and in good faith, without preconditions, to advance this nationally owned process, and reiterated their call to the international community to support these efforts. They also highlighted the importance of unifying all institutions, including military and security bodies, and establishing a unified budget to ensure financial stability for the benefit of all Libyans.
Recognizing the fragile security environment, the Council stressed the need to respect the 2020 ceasefire and refrain from unilateral actions that could endanger security and civilian lives. It welcomed the recent municipal elections held in 34 Libyan municipalities and emphasized the importance of full, equal, meaningful, and safe participation of women in these processes.
Libya continues to face a complex and delicate political and security landscape. However, these encouraging signs of progress represent a firm step toward hope for a people seeking lasting peace and stability after years of conflict and crisis. Consolidating the ceasefire and fostering genuine political dialogue remain priorities for achieving sustainable peace and democratic reconstruction nationwide.
The path to stabilization remains arduous and challenging, but the demonstrated commitment offers a real opportunity for reconciliation and Libya’s democratic future.
