By invoking United Nations General Assembly Resolution 377 (also known as the Union for Peace), passed on November 3, 1950.
This resolution empowers the UN General Assembly to take action if the UN Security Council fails to do so due to the negative vote of a permanent member, in the event that there appears to be a threat to peace, a breach of the peace, or an act of aggression.
The Assembly can then immediately examine the matter with a view to recommending that member states adopt collective measures to maintain or restore international peace and security.
There are legal and memorandum bases that support procedures for initiating processes that can stop genocide.
In any case, UN reform would help to establish faster mechanisms for resolving these situations.
