À l’invitation de l’Agence internationale de l’énergie atomique (AIEA) et du Premier ministre de Belgique, le lobby nucléaire international, organise un sommet sur l’énergie nucléaire à Bruxelles ce 21 mars 2024. Le lobby nucléaire prétend agir en faveur du climat. Mais derrière ce discours se cache l’espoir de détourner des sommes massives d’argent des vraies solutions climatiques, au détriment des populations et de la planète.
Le monde est confronté à de multiples crises sociales, environnementales et économiques. Les gens s’inquiètent du coût de la vie, des phénomènes météorologiques extrêmes liés au changement climatique, ainsi que de leurs factures d’énergie. Lors du sommet sur l’énergie nucléaire, les lobbyistes et les responsables politiques présenteront la construction de nouvelles centrales nucléaires comme la solution à ces enjeux. Mais la réalité est toute autre.
Le nouveau nucléaire arrivera trop tard pour répondre à l’urgence climatique. Les centrales nucléaires en cours de développement ont pris beaucoup de retard et ne pourront pas contribuer de manière significative à la diminution des émissions de gaz à effet de serre au cours de cette décennie. Elles doivent être considérablement réduites d’ici à 2030 pour limiter l’augmentation de la température mondiale à moins de 1,5 degré. Or, les nouvelles centrales nucléaires annoncées aujourd’hui ne seront raccordées au réseau que bien après cette échéance. Il s’agit donc d’une distraction qui ralentit la transition énergétique. L’abandon rapide des combustibles fossiles devrait plutôt se concentrer sur la mise en place d’un système énergétique 100 % renouvelable, associé à de l’efficacité énergétique et à des mesures visant à éviter une consommation excessive d’énergie. Ensemble, ces mesures peuvent répondre aux besoins énergétiques de la planète d’une manière équitable, respectueuse de l’environnement et réalisable.
L’énergie nucléaire est beaucoup plus coûteuse que les énergies renouvelables. Les projets nucléaires sont confrontés à d’énormes dépassements de budget et sont, pour certains, abandonnés en raison de la montée en flèche des coûts. Les énergies renouvelables quant à elles, sont moins chères que jamais et leur coût relatif a fortement baissé par rapport à celui de l’énergie nucléaire. Selon l’édition 2023 du rapport sur l’état de l’industrie nucléaire mondiale (World Nuclear Industry Status Report), les nouvelles centrales nucléaires fournissent une énergie jusqu’à quatre fois plus chère que l’énergie éolienne. Les gouvernements doivent investir dans des solutions climatiques éprouvées, telles que l’isolation des maisons, les transports publics et les énergies renouvelables, plutôt que dans des expériences coûteuses, telles que les petits réacteurs modulaires (SMR), qui n’offrent aucune garantie de fonctionner un jour.
L’énergie nucléaire est dangereuse. De l’extraction de l’uranium aux déchets radioactifs, la production d’énergie nucléaire présente un risque pour la santé, la sécurité et l’environnement. Les infrastructures nucléaires peuvent représenter des cibles militaires. L’énergie nucléaire augmente le risque de prolifération d’armes nucléaires dans le monde, de l’utilisation d’uranium appauvri et de bombes atomiques. La crise climatique accroît également les risques liés à l’énergie nucléaire, car l’augmentation des vagues de chaleur, des sécheresses, des tempêtes et des inondations constitue une menace importante pour les centrales elles-mêmes et pour les dispositifs visant à prévenir les accidents nucléaires.
Nous vivons une situation d’urgence climatique. Le temps est précieux et trop de gouvernements le gaspillent en misant sur ce conte de fées qu’est l’énergie nucléaire.
Ce que nous exigeons, c’est une transition juste vers un système énergétique sûr et renouvelable, qui garantisse une énergie bon marché, des emplois et qui protège la vie sur notre planète.
