{"id":8898,"date":"2012-04-27T00:00:00","date_gmt":"2012-04-27T00:00:00","guid":{"rendered":""},"modified":"2012-04-28T01:42:42","modified_gmt":"2012-04-28T01:42:42","slug":"air-cemac-x-le-difficile-decollage","status":"publish","type":"post","link":"https:\/\/www.pressenza.com\/fr\/2012\/04\/air-cemac-x-le-difficile-decollage\/","title":{"rendered":"Air Cemac : le difficile d\u00e9collage"},"content":{"rendered":"<p>La Communaut\u00e9 \u00c9conomique et Mon\u00e9taire des \u00c9tats de l&rsquo;Afrique Centrale (CEMAC) regroupe six pays, \u00e0 savoir le Cameroun, le Congo, le Gabon, la Guin\u00e9e \u00c9quatoriale, la R\u00e9publique de Centrafrique et le Tchad. Cette organisation sous r\u00e9gionale s\u2019est donn\u00e9 pour mission depuis sa cr\u00e9ation de promouvoir le d\u00e9veloppement harmonieux des \u00c9tats membres dans le cadre de l&rsquo;institution d&rsquo;un v\u00e9ritable march\u00e9 commun. Le projet de la cr\u00e9ation d\u2019une compagnie a\u00e9rienne sous r\u00e9gionale s\u2019inscrit dans cette perspective. Mais aujourd\u2019hui, ce projet court d\u2019\u00e9normes risques d\u2019\u00e9chec, voire d\u2019\u00eatre mort-n\u00e9. Les principales raisons de ce rat\u00e9 r\u00e9sident dans la volont\u00e9 des Etats membres \u00e0 adh\u00e9rer \u00e0 ce projet communautaire \u00e0 la rentabilit\u00e9 av\u00e9r\u00e9e.<\/p>\n<p>Les activit\u00e9s de la CEMAC s\u2019articulent aujourd\u2019hui autour du Programme \u00c9conomique R\u00e9gional qui vise \u00e0 faire de la CEMAC un espace \u00e9conomique int\u00e9gr\u00e9 \u00e9mergent, o\u00f9 r\u00e8gnent la s\u00e9curit\u00e9, la solidarit\u00e9 et la bonne gouvernance, au service du d\u00e9veloppement humain. Le PER pr\u00e9sente un agenda d\u2019\u00e9mergence (2010-2025) en trois phases quinquennales pour la r\u00e9alisation de la vision 2025 de la CEMAC : La phase (2010-2015), qui consiste en la construction des fondements institutionnels de l\u2019\u00e9mergence ; la phase (2016-2020) vise \u00a0\u00bb l\u2019ancrage des piliers de la diversification \u00e9conomique de la Communaut\u00e9 \u00ab\u00a0. <\/p>\n<p>Et c\u2019est le 8 d\u00e9cembre 2001, que la Conf\u00e9rence des Chefs d\u2019\u00c9tat tenue \u00e0 Yaound\u00e9 d\u00e9cide de la cr\u00e9ation d\u2019une Compagnie sous r\u00e9gionale de transport a\u00e9rien \u00e0 capitaux majoritairement priv\u00e9s et donne mandat au Secr\u00e9tariat Ex\u00e9cutif de conduire ce dossier \u00e0 terme. M\u00eame avant que les premiers jalons soient pos\u00e9s, le projet avait d\u00e9j\u00e0 des d\u00e9tracteurs qui n\u2019\u00e9taient autres que les Etats membres de la Cemac.   <\/p>\n<p>Il appara\u00eet que certains Etats tout en se pronon\u00e7ant pour le projet de transport a\u00e9rien sous r\u00e9gional se seraient engag\u00e9s en interne dans la cr\u00e9ation de compagnies nationales avec des partenaires ext\u00e9rieurs. Il va sans dire que la multiplication des compagnies nationales en comp\u00e9tition avec la compagnie communautaire compromettrait gravement les chances de succ\u00e8s du  projet de cr\u00e9ation de la compagnie a\u00e9rienne Air Cemac. <\/p>\n<p>En d\u00e9pit des campagnes m\u00e9diatiques et de sensibilisation men\u00e9es dans tous les Etats membres, la grande partie des op\u00e9rateurs \u00e9conomiques continuent de manifester leur m\u00e9fiance vis-\u00e0-vis du projet, fond\u00e9e sur une appr\u00e9hension de r\u00e9aliser des investissements dans un projet initi\u00e9 par les Etats.  <\/p>\n<p>En 2001, l\u2019assembl\u00e9e g\u00e9n\u00e9rale extraordinaire de la compagnie a\u00e9rienne Air Cemac  a d\u00e9cid\u00e9 de rompre son partenariat strat\u00e9gique avec la South African Airways (SAA) qui s\u2019\u00e9tait engag\u00e9e \u00e0 prendre 40% des parts du capital de la future compagnie a\u00e9rienne. Trois ans apr\u00e8s, plus pr\u00e9cis\u00e9ment le 22 janvier 2004 le Comit\u00e9 de Pilotage organise \u00e0 Brazzaville au Congo le premier tour de table des actionnaires pour \u00e9valuer le niveau des souscriptions des priv\u00e9s. Contrairement aux r\u00e9sultats escompt\u00e9s furent tr\u00e8s loin d\u2019\u00eatre atteints. <\/p>\n<p>Les hommes d\u2019affaires attendus n\u2019avaient pas r\u00e9pondu pr\u00e9sent. Aujourd\u2019hui, les intentions fermes de souscriptions ne s\u2019\u00e9l\u00e8vent qu\u2019\u00e0 pr\u00e8s de 500 millions de FCFA. La structure du capital de la future compagnie se pr\u00e9sente ainsi qu\u2019il suit: les Etats membres 30%, soit 6,1 milliards FCFA; le partenaire technique 18%, soit 3,8 milliards FCFA; les priv\u00e9s (sous-r\u00e9gion et hors zone) 52%, soit 10 milliards FCFA.<\/p>\n<p>Pour qu\u2019elle soit efficace, l\u2019organisation sous r\u00e9gionale Cemac devra acc\u00e9l\u00e9rer la mise en application des objectifs du Programme \u00c9conomique R\u00e9gional(PER). Elle doit aussi pouvoir \u00eatre en mesure de renforcer les modes de gestion commune permettant une meilleure articulation entre les pr\u00e9f\u00e9rences nationales et communautaires. Il appara\u00eet en derni\u00e8re analyse que des ajustements sont n\u00e9cessaires pour maintenir la nouvelle dynamique d\u2019int\u00e9gration.<\/p>\n<p>L\u2019\u00e9chec de la cr\u00e9ation d\u2019une compagnie a\u00e9rienne sous r\u00e9gionale est enti\u00e8rement imput\u00e9 aux Etats membres, surtout ceux qui se sentent en position de domination. Parce que, les \u00e9volutions \u00e9conomiques r\u00e9ussissent souvent lorsque les gagnants sont suffisamment puissants pour imposer aux perdants \u00e9ventuels des compensations appropri\u00e9es apr\u00e8s la nouvelle donne.
