Durant les 16 ann\u00e9es\u00a0suivantes, les \u00e9l\u00e8ves guin\u00e9ens \u00e9taient tenus de faire tout\u00a0le cycle primaire en langues nationales, mais le fran\u00e7ais est retenu comme mati\u00e8re \u00e0 partir de la quatri\u00e8me ann\u00e9e. Une fois au coll\u00e8ge, toutes les mati\u00e8res sont enseign\u00e9es en\u00a0fran\u00e7ais, mais la langue nationale devient une mati\u00e8re obligatoire. Au lyc\u00e9e, toutes les mati\u00e8res sont exclusivement enseign\u00e9es en fran\u00e7ais jusqu\u2019au BAC qui est uniquement en fran\u00e7ais.<\/p>\n<p>A son cr\u00e9dit, le r\u00e9gime de S\u00e9kou Tour\u00e9 avait d\u00e9lib\u00e9r\u00e9ment adopt\u00e9 une approche graduelle. \u00a0Selon Badara\u00a0Sylla\u00a0cit\u00e9 dans la premi\u00e8re partie, les phases suivantes ont marqu\u00e9 la mise en \u0153uvre de la strat\u00e9gie d\u2019introduction des langues nationales dans l\u2019enseignement :\u00a01966-1968 (les huit langues nationales sont introduites comme disciplines d\u2019enseignement \u00e0 tous les niveaux du syst\u00e8me \u00e9ducatif afin de sensibiliser \u00e9l\u00e8ves et \u00e9tudiants au syst\u00e8me de transcription et \u00e0 la grammaire des langues) ; 1968-1975 (les langues servent de v\u00e9hicules d\u2019enseignement aux trois premi\u00e8res ann\u00e9es du primaire, le fran\u00e7ais n\u2019intervenant comme mati\u00e8re qu\u2019en 3\u00e8me ann\u00e9e, puis comme v\u00e9hicule \u00e0 partir de la 4\u00e8me ann\u00e9e ; \u00e0 partir d\u2019octobre 1975 (tout le primaire sera couvert par les langues nationales pendant que le fran\u00e7ais y est maintenu comme mati\u00e8re d\u2019enseignement \u00e0 partir de la 4\u00e8me ann\u00e9e) ; octobre 1976 (la premi\u00e8re ann\u00e9e du coll\u00e8ge est couverte par les langues nationales) ; octobre 1977 (la 2\u00e8me ann\u00e9e du coll\u00e8ge est couverte \u00e0 son tour, tandis que le fran\u00e7ais devient v\u00e9hicule d\u2019enseignement \u00e0 partir de la 3e ann\u00e9e du secondaire) ; \u00e0 partir d\u2019octobre 1978 (g\u00e9n\u00e9ralisation de l\u2019enseignement en langues nationales pour tout le coll\u00e8ge avec obligation d\u2019apprendre une deuxi\u00e8me langue nationale) ; \u00e0 partir d\u2019octobre 1979 (l\u2019objectif vis\u00e9 alors \u00e9tant de faire passer le BAC en langue nationale en juin 1979).<\/p>\n<p>Malgr\u00e9 toute cette planification, la R\u00e9volution Culturelle Socialiste avait \u00e9t\u00e9 un \u00e9chec cuisant pour l\u2019enseignement guin\u00e9en. \u00a0Elle a donn\u00e9 naissance \u00e0\u00a0\u00ab\u00a0l\u2019enseignement de masse\u00a0\u00bb qui a produit\u00a0la\u00a0g\u00e9n\u00e9ration \u00ab\u00a0Koko, Lala, Bobo\u00a0\u00bb qui forme en ce moment l\u2019ossature de l\u2019Administration\u00a0corrompue et incomp\u00e9tente\u00a0qui g\u00e8re le\u00a0pays. \u00a0Comme dans le cas de la Chine\u00a0de Mao\u00a0o\u00f9\u00a0la R\u00e9volution Culturelle\u00a0servait \u00e0 humilier\u00a0l\u2019\u00e9lite intellectuelle et abrutir les masses, l\u2019exp\u00e9rience s\u2019\u00e9tait mal termin\u00e9e en Guin\u00e9e. En Chine, peu de temps apr\u00e8s la mort de Mao en septembre 1976,\u00a0les\u00a0d\u00e9magogues\u00a0responsables furent\u00a0mis face \u00e0 leurs responsabilit\u00e9s\u00a0et ch\u00e2ti\u00e9s par des peines lourdes d\u2019emprisonnement. \u00a0Tel fut le sort de la tristement c\u00e9l\u00e8bre \u00ab\u00a0Bande des Quatre\u00a0\u00bb, dont\u00a0l\u2019\u00e9pouse de Mao, Jiang Quing. \u00a0En revanche, la Guin\u00e9e avait juste tourn\u00e9 la page\u00a0apr\u00e8s la mort de S\u00e9kou Tour\u00e9 en\u00a01984. \u00a0Cependant, l\u2019une des premi\u00e8res\u00a0demandes\u00a0de la population\u00a0aux\u00a0nouveaux ma\u00eetres de Conakry \u00e9tait\u00a0de suspendre le syst\u00e8me d\u2019enseignement \u00ab\u00a0Koko,\u00a0Lala, Bobo \u00bb. Les \u00c9tats-G\u00e9n\u00e9raux de l\u2019Enseignement furent imm\u00e9diatement organis\u00e9s pour analyser l\u2019\u00e9chec cuisant de l\u2019introduction des langues nationales dans l\u2019enseignement.<\/p>\n<p>L\u2019introduction des langues nationales et son impact n\u00e9faste sur la qualit\u00e9 de l\u2019enseignement marquera la Guin\u00e9e pour des d\u00e9cennies. \u00a0Les chercheurs am\u00e9ricains Carol Benson and Mark Lynd, dans une\u00a0\u0153uvre intitul\u00e9e \u00ab\u00a0<em>National languages in education in Guinea-Conakry : Re-emancipation in progress?<\/em>\u00a0\u00bb publi\u00e9e en 2011 dans\u00a0<a href=\"https:\/\/www.researchgate.net\/journal\/0165-2516_International_Journal_of_the_Sociology_of_Language\">International Journal of the Sociology of Language<\/a>, analysent les raisons de l\u2019\u00e9chec de la politique d\u2019alphab\u00e9tisation de S\u00e9kou\u00a0Tour\u00e9. Ils rel\u00e8vent d\u2019abord le fait que S\u00e9kou Tour\u00e9 n\u2019avait\u00a0pas les moyens de sa politique. \u00a0La capacit\u00e9\u00a0financi\u00e8re et technique de traduire et diss\u00e9miner les manuels scolaires en langues nationales \u00e9tait tr\u00e8s limit\u00e9e. \u00a0Ensuite, S\u00e9kou\u00a0Tour\u00e9\u00a0avait\u00a0fait du programme un fonds de commerce id\u00e9ologique et politique\u00a0pour\u00a0endoctriner\u00a0et abrutir\u00a0les masses afin de garantir la\u00a0p\u00e9rennit\u00e9 de son r\u00e9gime.\u00a0Les \u00e9coles \u00e9taient devenues des \u00ab\u00a0centres d\u2019enseignement r\u00e9volutionnaire\u00a0\u00bb (CER) o\u00f9 les \u00e9l\u00e8ves\u00a0apprenaient l\u2019id\u00e9ologie du PDG (parti d\u00e9mocratique de Guin\u00e9e) dans\u00a0leurs\u00a0langues nationales le matin et allaient labourer les jardins mara\u00eechers\u00a0de l\u2019\u00e9cole\u00a0le soir.\u00a0Les parents qui\u00a0croyaient soustraire leurs enfants du destin de paysan en les envoyant \u00e0 l\u2019\u00e9cole en avaient pour leur compte.<\/p>\n<p>Beaucoup se sont dit alors :\u00a0si c\u2019est\u00a0apprendre\u00a0la langue nationale\u00a0et labourer la terre, nous n\u2019avons pas besoin d\u2019envoyer nos\u00a0enfants \u00e0 l\u2019\u00e9cole pour \u00e7a\u00a0! Par cons\u00e9quent,\u00a0le taux d\u2019inscription \u00e9tait tomb\u00e9\u00a0de plus de 30%\u00a0\u00e0\u00a0moins de 20%\u00a0vers\u00a0la fin tragique de la R\u00e9volution Culturelle Socialiste.\u00a0Pendant ce temps, l\u2019\u00e9lite du r\u00e9gime envoyait caser ses enfants \u00e0 l\u2019\u00e9tranger pour les offrir un enseignement d\u00e9cent.\u00a0Donc le d\u00e9put\u00e9\u00a0Konat\u00e9 n\u2019est pas correct quand\u00a0il affirme\u00a0que le programme d\u2019alphab\u00e9tisation de S\u00e9kou Tour\u00e9 avait \u00e9chou\u00e9 par ce qu\u2019il a essay\u00e9\u00a0\u00ab\u00a0d\u2019imposer\u00a0par immersion et sans transition les langues nationales comme langues d\u2019enseignement jusqu\u2019en huiti\u00e8me ann\u00e9e.\u00a0\u00bb\u00a0En r\u00e9alit\u00e9, le programme avait \u00e9chou\u00e9 parce qu\u2019il r\u00e9pondait\u00a0\u00e0 des imp\u00e9ratifs\u00a0politico-id\u00e9ologiques mal cern\u00e9s,\u00a0et le gouvernement n\u2019avait pas de moyens de sa politique.<\/p>\n<p><strong>Les exp\u00e9riences\u00a0africaines\u00a0d\u2019introduction des langues nationales dans l\u2019enseignement<\/strong><\/p>\n<p><strong>Mali<\/strong>\u00a0:\u00a0dans ce pays, le groupe ethnique Bambara-Maninka repr\u00e9sente le plus grand bloc ethnique (37% de la population) et sa langue est pratiqu\u00e9e par environ 80% de la population comme lingua franca, mais l\u2019imposition du\u00a0N\u2019ko\u00a0dans l\u2019enseignement n\u2019a pas \u00e9t\u00e9 envisag\u00e9e. En fait, malgr\u00e9 la pr\u00e9sence d\u2019un mouvement de promotion du N\u2019ko, les autorit\u00e9s maliennes, soucieuses de la paix et la coh\u00e9sion dans le pays, sont r\u00e9serv\u00e9es quant \u00e0 l\u2019imposition\u00a0de l\u2019alphabet N\u2019ko\u00a0dans le syst\u00e8me d\u2019enseignement. Le syst\u00e8me d\u2019\u00e9ducation continue de se faire en fran\u00e7ais, du primaire \u00e0 l\u2019universit\u00e9, bien que les \u00e9l\u00e8ves de la maternelle utilisent leur langue maternelle locale et s\u2019initient au fran\u00e7ais parl\u00e9. Les Maliens sont pragmatiques sur la question des langues nationales. \u00a0Au premier cycle du primaire, on enseigne en fran\u00e7ais, mais certaines langues maliennes, notamment l\u2019arabe coranique, sont \u00e9galement enseign\u00e9es dans un grand nombre d\u2019\u00e9coles. Au second cycle, seul le fran\u00e7ais et, dans certains cas, l\u2019arabe est enseign\u00e9. Dans toutes les \u00e9coles primaires du pays, l\u2019enseignement de l\u2019anglais comme seconde langue est obligatoire, alors qu\u2019au secondaire, les \u00e9l\u00e8ves ont le choix entre l\u2019anglais, l\u2019allemand, l\u2019arabe et le chinois.\u00a0Donc, le Mali n\u2019a pas jug\u00e9 utile d\u2019adopter le N\u2019ko et a pr\u00e9f\u00e9r\u00e9 confier l\u2019alphab\u00e9tisation\u00a0\u00e0 la direction nationale de l\u2019alphab\u00e9tisation fonctionnelle et de la linguistique appliqu\u00e9e\u00a0(DNAFLA) qui donne des cours dans 10 langues selon des\u00a0r\u00e8gles\u00a0d\u2019orthographe des langues nationales, officialis\u00e9 par le d\u00e9cret 85\/PG en 1982.<\/p>\n<p><span class=\"s10\"><span class=\"bumpedFont15\"><b>Tanzanie\u00a0: <\/b><\/span><\/span>le Kiswahili\u00a0(langue du groupe ethnique Swahili) est\u00a0la\u00a0lingua franca de l\u2019Afrique de l\u2019Est. \u00a0L\u2019adaptation de cette langue par le\u00a0gouvernement\u00a0tanzanien\u00a0a \u00e9t\u00e9 un bel exemple d\u2019utilisation\u00a0d\u2019une\u00a0langue\u00a0nationale\u00a0largement parl\u00e9e pour unifier un\u00a0vaste\u00a0pays.\u00a0La Tanzanie a fait du\u00a0Kiswahili\u00a0la langue officielle du pays, mais l\u2019enseignement\u00a0reste bilingue. Au cycle primaire, les\u00a0mati\u00e8res\u00a0sont\u00a0enseign\u00e9es\u00a0en Kiswahili, et l\u2019anglais est\u00a0juste\u00a0une\u00a0mati\u00e8re. \u00a0A partir du secondaire, toutes les mati\u00e8res sont\u00a0enseign\u00e9es\u00a0en anglais. Le Kiswahili est toujours\u00a0utilis\u00e9, mais pour avoir un poste de haut niveau, il faut une bonne\u00a0ma\u00eetrise\u00a0de l\u2019anglais. \u00a0Ce qui a favoris\u00e9 la\u00a0Tanzanie, c\u2019est que le\u00a0Kiswahili\u00a0est aussi la langue nationale du Kenya voisin,\u00a0et\u00a0est\u00a0parl\u00e9\u00a0en Ouganda et dans d\u2019autres pays de l\u2019Afrique de l\u2019Est. \u00a0L\u2019h\u00e9ritage anglo-saxon a aussi aid\u00e9 car la population \u00e9tait industrieuse et avait le go\u00fbt de la lecture. Des dizaines de milliers d\u2019exemplaires de journaux en Kiswahili sont arrach\u00e9s des kiosques chaque jour dans les villages les plus recul\u00e9s. Les ventilations \u00e0 l\u2019universit\u00e9 et les affectations \u00e0 la fonction publique avait \u00e9t\u00e9 aussi utilis\u00e9es par le gouvernement pour faire le brassage de toutes les ethnies. Les ressortissants du Nord sont ventil\u00e9s au Sud, ceux du Sud \u00e0 l\u2019Est, ceux de l\u2019Est au Nord, de sorte que la seule langue de survie commune soit le Kiswahili dans tous les coins du pays. \u00a0La stabilit\u00e9 du pays, le tourisme, et la culture vacillante ont contribu\u00e9 \u00e0 attirer des \u00e9trangers\u00a0qui apprennent le Kiswahili pour le plaisir. \u00a0Par la suite, la langue\u00a0a \u00e9t\u00e9 adopt\u00e9e\u00a0par la BBC, Radio Cairo (\u00c9gypte), Voix de l\u2019Am\u00e9rique, Radio Deutschewelle (Germany), Radio Moscow International (Russie), Radio Japan International, Radio China International, Radio\u00a0Soudan et\u00a0Radio South Africa.<span class=\"s7\"><span class=\"bumpedFont15\"> Le\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">Kiswahili<\/span><\/span>\u00a0<span class=\"s7\"><span class=\"bumpedFont15\">avait aussi s\u00e9duit la\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">culture populaire<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">\u00a0globale<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">, notamment le\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">cin\u00e9ma<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">\u00a0(<em>Hakuna Matata<\/em>\u00a0de Lion King), et la musique telle que \u00ab\u00a0Liberian girl\u00a0\u00bb de Michael Jackson (qui contient la locution Swahili \u00ab\u00a0<em>Nakupenda pia, nakutaka pia, mpenzi\u00a0<\/em><\/span><\/span><em><span class=\"s7\"><span class=\"bumpedFont15\">we !<\/span><\/span><\/em><span class=\"s7\"><span class=\"bumpedFont15\">\u00ab\u00a0)<\/span><\/span><\/p>\n<p class=\"s2\"><span class=\"s10\"><span class=\"bumpedFont15\"><b>Kenya\u00a0:<\/b><\/span><\/span>\u00a0<span class=\"s7\"><span class=\"bumpedFont15\">bien que le Kiswahili soit la langue nationale, l\u2019anglais reste la langue officielle et, dans certains domaines, ces langues fonctionnent \u00e0 \u00e9galit\u00e9. Mais dans la plupart des cas, la priorit\u00e9 est accord\u00e9e \u00e0 l\u2019anglais et a un plus grand prestige. En plus de d\u00e9clarer le Ki<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">swahili <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">comme langue nationale en 1969 et comme langue du parlement en 1974, le gouvernement k\u00e9nyan n\u2019a pas\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">suffisamment\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">investi dans le d\u00e9veloppement de cette langue. Bien que la langue d\u2019enseignement soit cens\u00e9e \u00eatre le <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">kiswahili\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">ou la langue dominante dans une r\u00e9gion donn\u00e9e, de nombreux parents pr\u00e9f\u00e8rent emmener leurs enfants dans des \u00e9coles priv\u00e9es,\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">pour ne pas rater\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">l\u2019enseignement en anglais<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">. Par pragmatisme, l\u2019anglais reste la langue d\u2019enseignement de choix.<\/span><\/span><\/p>\n<p class=\"s2\"><b><span class=\"s10\"><span class=\"bumpedFont15\">\u00c9thiopie<\/span><\/span> <\/b><span class=\"s7\"><span class=\"bumpedFont15\"><b>:<\/b>\u00a0ce pays a impos\u00e9<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">\u00a0sa langue nationale, l\u2019amharique, dans l\u2019enseignement.\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">L\u2019amharique est une langue <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">s\u00e9mitique <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">du peuple Amhara, mais c\u2019est avant tout la lingua franca des populations urbaines en \u00c9thiopie. \u00a0Si les cours sont en amharique pour le primaire,\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">l\u2019anglais est enseign\u00e9 comme mati\u00e8re aux \u00e9l\u00e8ves d<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">epuis\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">l\u2019\u00e9cole primaire<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">.<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> Lors du passage des \u00e9l\u00e8ves en 7\u00e8<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">me<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">\u00a0ann\u00e9e, la langue d\u2019enseignement passe \u00e0 l\u2019anglais et restera comme tel jusqu\u2019au coll\u00e8ge et \u00e0 l\u2019universit\u00e9. \u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">M\u00eame<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">\u00a0si la langue de travail du pays demeure l\u2019amharique, les emplois importants\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">n\u00e9cessitent<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">\u00a0la bonne ma\u00eetrise de l\u2019anglais.<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> Comme au Kenya, le pragmatisme\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">m\u00e8ne<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> les \u00c9thiopiens \u00e0 parler l\u2019amharique en famille et \u00e0 privil\u00e9gier l\u2019anglais pour le travail.<\/span><\/span><\/p>\n<p class=\"s11\"><b><span class=\"s4\"><span class=\"bumpedFont15\">Afrique du Sud<\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">\u00a0<\/span><\/span><\/b><span class=\"s7\"><span class=\"bumpedFont15\"><b>:<\/b>\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">la section 29(2) de la Constitution donne le droit\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">\u00e0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">\u00a0tout\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">\u00e9l\u00e8ve<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">\u00a0de recevoir son enseignement de base dans la langue de son choix, dans la mesure du possible. \u00a0Le pays a eu des\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">difficult\u00e9s<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">\u00a0pour mettre en\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">\u0153uvre<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">\u00a0cette provision, mais\u00a0<\/span><\/span><span class=\"s8\"><span class=\"bumpedFont15\">Cyril Ramaphosa en a fait un objectif. \u00a0Il ne s\u2019agit pas de remplacer l\u2019anglais ou l\u2019afrikaans, mais d\u2019<\/span><\/span><span class=\"s8\"><span class=\"bumpedFont15\">introduire<\/span><\/span><span class=\"s8\"><span class=\"bumpedFont15\">\u00a0dans le programme\u00a0<\/span><\/span><span class=\"s8\"><span class=\"bumpedFont15\">acad\u00e9mique<\/span><\/span><span class=\"s8\"><span class=\"bumpedFont15\">\u00a0au moins une langue africaine, et de le faire de fa\u00e7on progressive<\/span><\/span><span Seuls les Sunni-Wahhabi de Kankan et les habitants de la zone foresti\u00e8re r\u00e9servent un bon accueil \u00e0 l\u2019alphabet n\u2019ko : les premiers parce que l\u2019usage du N\u2019ko leur permet de court-circuiter les marabouts, et donc d\u2019avoir acc\u00e8s directement \u00e0 l\u2019Islam, les seconds parce qu\u2019ils \u00e9chappent davantage \u00e0 l\u2019emprise des clercs musulmans que les habitants de la capitale de la Haute-Guin\u00e9e. N\u00e9anmoins, pendant longtemps, que ce soit \u00e0 Kankan ou dans les r\u00e9gions foresti\u00e8res, seules les populations maninka s\u2019alphab\u00e9tisent en N\u2019ko. Le retour au pays du fils prodigue n\u2019a donc pas \u00e9t\u00e9 un franc succ\u00e8s et les relations avec le r\u00e9gime de S\u00e9kou Tour\u00e9 s\u2019envenimant, S. Kant\u00e9 d\u00e9cide, en 1977, de quitter la Guin\u00e9e pour se rendre au Mali<\/span><\/span><span class=\"s9\"><span class=\"bumpedFont15\">\u2026<\/span><\/span><span class=\"s9\"><span class=\"bumpedFont15\">Il tente \u00e9galement de faire adopter son \u00e9criture par le gouvernement malien, mais pas plus que son homologue guin\u00e9en, la DNAFLA, le service d\u2019alphab\u00e9tisation fonctionnel des adultes ne retient pas le N\u2019ko, lui pr\u00e9f\u00e9rant l\u2019alphabet latin comme syst\u00e8me de transcription officiel des langues nationales. S. Kant\u00e9 conna\u00eet alors des jours difficiles ; il est d\u00e9crit par ses disciples comme un personnage dont le \u00ab boubou sale \u00bb et le \u00abregard fou\u00bb inqui\u00e8tent ses En effet, la part des\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">d\u00e9penses<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">\u00a0allou\u00e9es \u00e0 l\u2019\u00e9ducation en % du PIB (produit int\u00e9rieur brut) est l\u2019une des plus faibles de la\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">sous-r\u00e9gion<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">\u00a0et conna\u00eet une chute libre depuis 2013. Entre 2013 et 2017, elle est tomb\u00e9e de 2,63% \u00e0 2,21%.\u00a0 Il est donc \u00e9vident que les moyens de l\u2019\u00c9tat sont\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">insuffisants<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">\u00a0pour appuyer le syst\u00e8me d\u2019<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">enseignement <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">actuel. <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">Les\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">d\u00e9penses <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">d\u2019introduction de N\u2019ko pourraient multiplier par 5 ou 10 les besoins en nouveaux financements du secteur de l\u2019\u00e9ducation.<\/span><\/span><\/p>\n<p class=\"s14\"><span class=\"s7\"><span class=\"bumpedFont15\"><strong>Culturellement<\/strong>, c<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">haque ethnie est jalouse\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">et\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">fi\u00e8re<\/span><\/span>\u00a0<span class=\"s7\"><span class=\"bumpedFont15\">de sa culture<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">, et n\u2019aimerait pas se voir imposer la culture d\u2019un autre groupe. Tous les groupes ethniques ont\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">acc\u00e8s<\/span><\/span>\u00a0<span class=\"s7\"><span class=\"bumpedFont15\">\u00e0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">\u00a0la transcription de leurs langues dans l\u2019alphabet latin, sur base de la standardisation lors des campagnes d\u2019<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">alphab\u00e9tisation<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">\u00a0de la R\u00e9volution Culturelle Socialiste. class=\"bumpedFont15\">\u00a0Rwanda. \u00a0Il faut que les\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">Guin\u00e9ens<\/span><\/span>\u00a0<span class=\"s7\"><span class=\"bumpedFont15\">Lors de la conf\u00e9rence annuelle de l\u2019Association des \u00e9tudes africaines en novembre 2013, les chercheurs Patrick Plonski, Asratie Teferra et Rachel Brady class=\"bumpedFont15\">acc\u00e9l\u00e9rer\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">son\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">d\u00e9veloppement<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">. Reconnaissant les avantages de l\u2019anglais pour le commerce et la technologie, le Rwanda a\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">abandonn\u00e9<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">\u00a0le\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">fran\u00e7ais<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">\u00a0au profit de\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">l\u2019anglais comme langue officielle apr\u00e8s le g\u00e9nocide de 1994. \u00a0Depuis 2008, l\u2019anglais est\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">devenu<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">\u00a0la langue d\u2019enseignement dans les \u00e9tablissements publics.<\/span><\/span><\/p>\n<p class=\"s14\"><span class=\"s7\"><span class=\"bumpedFont15\"> Le\u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">gouvernement<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">\u00a0est pragmatique par rapport au choix de la langue d\u2019<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">enseignement<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">. \u00a0Un responsable du <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">gouvernement <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">cit\u00e9 par les chercheurs susmentionn\u00e9s explique la raison :\u00a0<\/span><\/span><span class=\"s15\"><span class=\"bumpedFont15\">\u00ab<em>\u00a0C\u2019est choisir l\u2019anglais comme langue d\u2019enseignement pour que nous, les Rwandais d\u2019aujourd\u2019hui et surtout de demain, puissions en b\u00e9n\u00e9ficier. Si l\u2019espagnol ou une autre lan<\/em><\/span><\/span><span class=\"s15\"><span class=\"bumpedFont15\"><em>gue pouvait nous amener \u00e0 cela, pas de probl\u00e8me. Si le kinyarwanda pouvait nous amener \u00e0 \u00e7a, ce serait merveilleux. Ce n\u2019est pas l\u2019anglais pour le plaisir.\u00a0<\/em>\u00bb<\/span><\/span>\u00a0<span class=\"s7\"><span class=\"bumpedFont15\">Voil\u00e0 ce qui est bien dit. \u00a0<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">Si le N\u2019ko peut nous a<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">ider \u00e0 battre les records du Rwanda, tant mieux.
