Desde hace varios a\u00f1os Grecia ha estado bajo la mira. La crisis de la deuda ha eclipsado su cara azul. Sin embargo, hasta hace poco los griegos no ten\u00edan suficiente informaci\u00f3n sobre lo que se les pide pagar. El primero en pedir una auditor\u00eda de la deuda p\u00fablica griega fue un grupo de Profesores Economistas contrarios al FMI, en 2011.<\/p>\n
Cuatro a\u00f1os m\u00e1s tarde, el 17 de marzo de 2015, Zoi Konstantopoulou, Presidente del Parlamento griego, Sof\u00eda Sakorafa, miembro del Parlamento Europeo y \u00c9ric Toussaint, economista, presentaron la Comisi\u00f3n de la Verdad sobre la Deuda P\u00fablica. De inmediato, el Comit\u00e9 comenz\u00f3 a trabajar en una revisi\u00f3n de la deuda p\u00fablica griega y recientemente present\u00f3 un Informe Preliminar, los detalles de los cuales se presentan a continuaci\u00f3n.<\/p>\n
Junto con el impacto de la crisis de la deuda, la sociedad griega fue bombardeada con an\u00e1lisis sobre las causas de la deuda, con discusiones te\u00f3ricas, con charlas sobre la culpa y catarsis de todo tipo. Los funcionarios griegos explicaron que las medidas de austeridad deb\u00edan ser forzosas. Los or\u00edgenes de la deuda se encontraban en el lujoso estilo de vida griego, el gasto p\u00fablico y la evasi\u00f3n fiscal. De acuerdo con el Informe Preliminar, entre las d\u00e9cadas de 1980 y el estallido de la crisis, el d\u00e9ficit p\u00fablico se bas\u00f3 principalmente en la acumulaci\u00f3n de pr\u00e9stamos. Por otra parte, entre 1995 y 2009, \u00abLa deuda contra\u00edda para compensar los bajos niveles de recaudaci\u00f3n de impuestos de ingresos, representa \u20ac 88 mil millones.\u00bb En cuanto a los gastos p\u00fablicos en el mismo per\u00edodo, \u00abel gasto medio es menor en Grecia (48%) que en el EA-11 (48,4%).\u201d [1]<\/a><\/p>\n Hay, sin embargo, un campo en el que el pa\u00eds gast\u00f3 mucho: \u00abLos datos disponibles indican que Grecia mantiene un elevado gasto primario solo en defensa, llegando al 3% del PIB, en comparaci\u00f3n con el promedio de 1,4%\u00bb y \u00abEstimamos que el excesivo gasto en defensa contribuy\u00f3 a un aumento de la deuda de al menos \u20ac 40 mil millones. La mayor parte de este gasto se debe a contratos a gran escala para la compra de equipos militares suministrados por empresas con sede en los actuales pa\u00edses acreedores\u201d.<\/p>\n Mientras tanto, hubo problemas con los ingresos p\u00fablicos del pa\u00eds. Como se ha se\u00f1alado, \u00ablos bajos niveles de recaudaci\u00f3n de impuestos y las insuficientes y reales contribuciones de los empleadores a la seguridad social, explican la diferencia entre los ingresos p\u00fabicos en Grecia y en los pa\u00edses del EA-18. La diferencia se debe principalmente al fraude producto de mecanismos de recolecci\u00f3n corruptos e ineficientes, sanciones limitadas y complacientes para el fraude, y a los d\u00e9biles procedimientos para recuperar los impuestos impagos y las contribuciones por valor de \u20ac 29,4 mil millones, a finales de 2009.\u00bb Una gran fuga ilegal de capitales del pa\u00eds empeor\u00f3 las cosas, teniendo en cuenta que entre 2003 y 2009 hubo \u00abuna fuga acumulada de \u20ac 200 mil millones\u00bb.<\/p>\n En 2001, Grecia se convirti\u00f3 en miembro de la uni\u00f3n monetaria, y sus ciudadanos comenzaron a consumir m\u00e1s. Sin embargo, el gobierno de George Papandreou \u00abhaciendo hincapi\u00e9 y aumentando el d\u00e9ficit p\u00fablico y la deuda en 2009, ayud\u00f3 a presentar elementos de una crisis bancaria como una crisis de una deuda soberana\u00bb.<\/p>\n Los bancos griegos ya ven\u00edan enfrentando retos antes del estallido de la crisis. El gobierno de Karamanlis fue el primero en financiar a los bancos griegos con un paquete de ayuda de \u20ac 28 mil millones en octubre de 2008. En los siguientes dos a\u00f1os, los griegos fueron bombardeados con medidas de austeridad y noticias sobre una rebaja del cr\u00e9dito de Grecia, y fueron conducidos a una \u00absituaci\u00f3n de emergencia\u00bb. Se aprob\u00f3 una nueva inyecci\u00f3n de recursos p\u00fablicos para recapitalizar los bancos griegos. El 23 de abril de 2010, el Gobierno griego solicit\u00f3 oficialmente el apoyo de otros miembros de la zona euro y del FMI, conduciendo al pa\u00eds hacia el primer contrato de pr\u00e9stamo por \u20ac 110 mil millones. Al mismo tiempo, \u00abel endeudamiento de Grecia con los bancos franceses era del valor de \u20ac 60 mil millones, mientras que con los de Alemania era de \u20ac 35 mil millones de euros.\u00bb<\/p>\n Entre 2010 y 2012, la deuda griega aument\u00f3 en un 18,78%. El Comit\u00e9 atribuye este aumento a la falta de voluntad de los acreedores para un recorte de los bonos griegos. Al mismo tiempo, \u00abdebido a la venta masiva de bonos griegos por los bancos europeos y griegos, la deuda p\u00fablica retenida privadamente fue transferida a otros Estados miembros de la zona euro y al FMI\u00bb.<\/p>\n Un segundo programa comenz\u00f3 el 26 de octubre de 2011, en el que Grecia recibi\u00f3 nuevos pr\u00e9stamos por un total de \u20ac 130 mil millones. En ese momento, las diferencias que exist\u00edan en la composici\u00f3n de la deuda \u00aballan\u00f3 el camino para un proceso de reestructuraci\u00f3n con la participaci\u00f3n de los que pose\u00edan bonos privados. La reestructuraci\u00f3n de la deuda griega se termin\u00f3 el 9 de marzo, a trav\u00e9s del intercambio de bonos por otros nuevos que ten\u00edan un recorte. El importe total de la deuda antes del intercambio se redujo en febrero de 2012 a \u20ac 106 mil millones. Esta disminuci\u00f3n no logr\u00f3 reducir la carga de la deuda del pa\u00eds, dando origen a un nuevo contrato de pr\u00e9stamo por un total de \u20ac 130 mil millones. Esta cantidad incluy\u00f3 una asignaci\u00f3n inicial de \u20ac 48 mil millones para ser destinado a la recapitalizaci\u00f3n de los bancos\u00bb. Por el contrario, las organizaciones p\u00fablicas griegas sufrieron grandes p\u00e9rdidas debido a la PSI. Por ahora, no tenemos una imagen completa del dinero que ingresa y c\u00f3mo se ha utilizado. El Comit\u00e9 a\u00fan est\u00e1 reuniendo la documentaci\u00f3n e informaci\u00f3n necesarias.<\/p>\n Grecia se enfrenta a una crisis humanitaria. Las instituciones p\u00fablicas y los medios de comunicaci\u00f3n griegos y europeos deber\u00edan proporcionar a los ciudadanos un flujo de informaci\u00f3n l\u00facida y transparente. Por desgracia, somos testigos de lo contrario desde el estallido de la crisis, tanto en Europa como, especialmente, en Grecia. De hecho, ha habido periodistas griegos que han admitido haber mentido u ocultado la verdad.<\/p>\n Los griegos han experimentado durante los \u00faltimos cinco a\u00f1os la falta de transparencia, la presi\u00f3n extrema y el discurso del odio. En esta condici\u00f3n, este asunto ya bastante complejo se vuelve a\u00fan m\u00e1s dif\u00edcil, y una respuesta coherente y unificadora hacia una soluci\u00f3n sostenible parece imposible. La apertura de los trabajos de los comit\u00e9s no ha sido bien recibida o no es vista digna de confianza por todos los griegos. Los partidos de oposici\u00f3n, anteriormente en el gobierno, se refieren a su creaci\u00f3n como una escandalosa desviaci\u00f3n, un capricho personal del Presidente del Parlamento. Los funcionarios europeos advierten a los asesores jur\u00eddicos de las Naciones Unidas que est\u00e1n al servicio de la Comisi\u00f3n de que est\u00e1n perdiendo su tiempo en materia de derechos humanos. Parte de los medios de comunicaci\u00f3n ni siquiera cubre las conclusiones del Informe Preliminar o ha tratado de distraer la atenci\u00f3n del p\u00fablico durante las conferencias de prensa.<\/p>\n Sin embargo, este informe se refiere a hechos que ya constituyen un vergonzoso legado europeo. Por el momento, cuando Europa est\u00e1 en busca de su verdadero rostro, los griegos han perdido la soberan\u00eda de su pa\u00eds y han hipotecado su futuro.
