Based on these figures, children account for forty per cent of the deaths in Gaza. This is unprecedented. In other words, today, the Gaza Strip is the most dangerous place in the world to be a child.<\/strong><\/em><\/p>\n<p style=\"padding-left: 40px; text-align: right;\"><em><strong>\u201cWe are also receiving reports that more than 1,200 children remain under the rubble of bombed out buildings or are otherwise unaccounted for\u00bb.<\/strong><\/em><\/p>\n<p style=\"padding-left: 40px; text-align: right;\"><em><strong>UNICEF Executive Director,\u00a0<b><a href=\"https:\/\/www.unicef.org\/press-releases\/unicef-executive-director-catherine-russells-remarks-un-security-council-briefing\">briefing<\/a><\/b>\u00a0at UN Security Council, 22\/11\/2023<\/strong><\/em><\/p>\n<p style=\"font-weight: 400;\">Seg\u00fan se informa en medios de prensa internacionales, este 22 de diciembre, el Consejo de Seguridad de Naciones Unidas finalmente logr\u00f3 adoptar una resoluci\u00f3n (v\u00e9ase <strong><b><a href=\"https:\/\/www.bbc.com\/news\/world-middle-east-67805812\">nota<\/a><\/b><\/strong>\u00a0de la BBC y <strong><b><a href=\"https:\/\/press.un.org\/en\/2023\/sc15546.doc.htm\">comnicado oficial<\/a><\/b><\/strong> de prensa de Naciones Unidas). El texto de la resoluci\u00f3n S\/2720(2023) estar\u00e1 disponible en este <strong><b><a href=\"https:\/\/undocs.org\/Home\/Mobile?FinalSymbol=S%2FRES%2F2720(2023)&amp;Language=E&amp;DeviceType=Desktop&amp;LangRequested=False\">enlace<\/a><\/b><\/strong>\u00a0oficial de Naciones Unidas y su versi\u00f3n en franc\u00e9s y en ingl\u00e9s est\u00e1 reproducida desde ya al final de esta nota.<\/p>\n<p style=\"font-weight: 400;\">Una comparaci\u00f3n entre el borrador inicial propuesto y el texto final adoptado (cuya\u00a0<strong><b><a href=\"https:\/\/twitter.com\/Raminho\/status\/1738222137813672142\/photo\/1\">versi\u00f3n in blue<\/a><\/b><\/strong>\u00a0est\u00e1 disponible, as\u00ed como en este<strong><b><a href=\"https:\/\/lavocedinewyork.com\/wp-content\/uploads\/2023\/12\/DOC-20231222-WA0004-1.pdf\"> enlace<\/a><\/b><\/strong>) se impone, en aras de entender mejor las intensas negociaciones que se extendieron por m\u00e1s de seis d\u00edas.<\/p>\n<p style=\"font-weight: 400;\">El dilema para algunas delegaciones fue el de evitar a toda costa un texto muy contundente que llevara a un nuevo veto solitario de Estados Unidos; o bien, exponer (de nuevo) la profunda soledad de Estados Unidos con un veto a un texto exigiendo un cese al fuego a Israel.<\/p>\n<p style=\"font-weight: 400;\"><strong><em>Una solicitud de cese al fuego inicial descartada<\/em><\/strong><\/p>\n<p style=\"font-weight: 400;\">Como era de esperar, la solicitud expresa y firme de un cese de fuego humanitario colocada en el P\u00e1rrafo Operativo 2 (OP2) del borrador inicialmente propuesto por Emiratos \u00c1rabes Unidos (v\u00e9ase <strong><b><a href=\"https:\/\/twitter.com\/Raminho\/status\/1735886501500604852\">enlace<\/a><\/b><\/strong>) debi\u00f3 ser\u00a0 descartada, permitiendo as\u00ed la adopci\u00f3n del texto propuesto: en efecto, luego de varios d\u00edas posponiendo el momento de la votaci\u00f3n, la resoluci\u00f3n 2720 cont\u00f3 con 13 votos a favor y dos abstenciones (Estados Unidos y Rusia).<\/p>\n<p style=\"font-weight: 400;\">Justo previo a la votaci\u00f3n de esta resoluci\u00f3n, Rusia propuso una enmienda que\u00a0 reincorporaba el vocabulario inicial sobre la necesidad de un cese al fuego solicitando la inclusi\u00f3n en el P\u00e1rrafo Operativo 2 (OP2) de:<\/p>\n<p style=\"font-weight: 400;\">\u00ab<em>and in this regard calls for an urgent suspension of hostilities to allow safe and unhindered humanitarian access, and for urgent steps towards a sustainable cessation of hostilities<\/em>\u00ab.<\/p>\n<p style=\"font-weight: 400;\">La enmienda rusa reuni\u00f3 10 votos a favor, 4 abstenciones (Albania, Jap\u00f3n, Suiza y Reino Unido) y, como era de esperar el veto solitario de Estados Unidos.<\/p>\n<p style=\"font-weight: 400;\">Con lo cual, uno de los objetivos iniciales (frenar la destrucci\u00f3n diaria a la que procede Israel desde el pasado 7 de octubre en Gaza y el n\u00famero de muertes en el seno de la poblaci\u00f3n civil con cada bombardeo) no se logr\u00f3 alcanzar.<\/p>\n<p style=\"font-weight: 400;\">Considerando que el borrador inicial fue propuesto el 16 de diciembre por Emiratos \u00c1rabes Unidos, se puede considerar que los seis d\u00edas de discusiones en el Consejo de Seguridad ante las persistentes objeciones de Estados Unidos permitieron hacer ganar un tiempo valioso a Israel.<\/p>\n<p style=\"font-weight: 400;\">Se lee en esta <strong><b><a href=\"https:\/\/www.securitycouncilreport.org\/whatsinblue\/2023\/12\/the-middle-east-including-the-palestinian-question-vote-on-a-draft-resolution-2.php\">nota<\/a><\/b><\/strong> sobre las intensas negociaciones previas sobre este punto elaborada por la ONG <em>Security Council Report<\/em> que,<\/p>\n<p style=\"font-weight: 400;\">\u00ab<em>It seems that the US\u2014which has opposed calls for a ceasefire and has yet to publicly call for a cessation of hostilities\u2014could not accept language calling for this latter measure and apparently sought a more indirect formulation during its bilateral exchanges with the UAE. In an apparent compromise, the draft currently in blue calls for \u201cthe urgent suspension of hostilities\u201d to allow humanitarian access and \u201cfor urgent steps towards a sustainable cessation of hostilities\u201d. It seems, however, that this language may still be unacceptable to the US, which apparently requested amending this paragraph further after the text was put in blue on 18 December, to call for \u201curgent steps to immediately allow safe, unhindered, and expanded humanitarian access and also for urgent steps toward a reduction of hostilities<\/em>\u201d.<\/p>\n<p style=\"font-weight: 400;\"><strong><em>De otras gestiones de Estados Unidos para preservar a Israel libertad total en su accionar<\/em><\/strong><\/p>\n<p style=\"font-weight: 400;\">Siempre sobre las presiones norteamericanas para garantizar que su veto no ser\u00eda usado, se lee en este mismo estudio de <em>Security Council Report<\/em>\u00a0 &#8211; cuya lectura completa se recomienda &#8211; que Estados Unidos logr\u00f3\u00a0 que desapareciera toda referencia a Israel como \u00ab<em>Potencia Ocupante<\/em>\u00ab, as\u00ed como a la misma Carta de Naciones Unidas en la parte operativa del texto:<\/p>\n<p style=\"font-weight: 400;\">\u00ab<em>During the negotiations, the US apparently objected to references to Israel as \u201cthe occupying power\u201d and to language that Washington believed could be read as imposing binding legal obligations under the UN Charter. An earlier version of the text contained a determination that \u201cthe deteriorating humanitarian situation in the Gaza Strip constitutes a threat to peace and security in the region\u201d as well as several provisions framed as decisions of the Security Council. (According to Article 25 of the UN Charter, \u201cThe Members of the United Nations agree to accept and carry out the decisions of the Security Council in accordance with the present Charter\u201d.) None of these references are contained in the draft in blue. For instance, although in the first draft of the resolution, the Council \u201cdecide[d]\u201d that the conflict parties should \u201callow the use of all land, sea and air routes to and throughout the entire Gaza Strip\u201d for the provision of humanitarian assistance, in the draft in blue the Council \u201c[d]emands\u201d that the parties do so.<\/em>\u00ab<\/p>\n<p style=\"font-weight: 400;\">En este otro interesante <strong><b><a href=\"https:\/\/www.e-ir.info\/2023\/12\/23\/opinion-americas-strategic-maneuver-on-gaza-at-the-united-nations\/\">an\u00e1lisis<\/a><\/b><\/strong> sobre la maniobras realizadas por el aparato diplom\u00e1tico norteamericano para intentar salvar a toda costa la imagen internacional de Estados Unidos, el autor concluye indicando que:<\/p>\n<p style=\"font-weight: 400;\">\u00ab<em>By agreeing to modify the wording of the draft resolutions, the authors of the resolution alleviated immediate external and domestic pressures on the US. Therefore, Resolution 2720 does not signify a surrender by the US but rather a strategic maneuver to preserve its global reputation<\/em>\u00ab.<\/p>\n<p style=\"font-weight: 400;\">Como se puede observar, la maniobra norteamericana queda bastante bien evidenciada para muchos analistas, pese a la forma muy peculiar de presentar esta resoluci\u00f3n en algunos grandes medios de prensa internacionales.<\/p>\n<p style=\"font-weight: 400;\"><strong><em>Un mecanismo internacional de centralizaci\u00f3n para distribuir la ayuda humanitaria en Gaza\u00a0<\/em><\/strong><\/p>\n<p style=\"font-weight: 400;\">El texto de la resoluci\u00f3n S\/2720(2023) adoptada por el Consejo de Seguridad este 22 de diciembre del 2023 s\u00ed mantiene un mecanismo internacional para poder centralizar y asegurar la distribuci\u00f3n de la ayuda internacional humanitaria (referrida en el P\u00e1rrafo Operativo 4 de la propuesta emirat\u00ed inicial): se trata de una valiosa ayuda internacional que espera fuera de Gaza la autorizaci\u00f3n para poder ingresar. Israel permite entrar cierta cantidad de camiones de manera espor\u00e1dica y sumamente limitada, dadas las penurias de todo tipo que vive la poblaci\u00f3n civil palestina en Gaza.<\/p>\n<p style=\"font-weight: 400;\">El desafio consistir\u00e1 en ver de qu\u00e9 manera se implementar\u00e1 este mecanismo, dada la negativa reiterada de Israel de ver a m\u00e1s personal de Naciones Unidas desplegarse en Gaza con respecto al ya existente <em>in situ<\/em>. En una declaraci\u00f3n p\u00fablica del Secretario General de Naciones Unidas dada a conocer este 22 de diciembre (v\u00e9ase <strong><b><a href=\"https:\/\/www.ochaopt.org\/content\/remarks-media-secretary-general\">texto completo<\/a><\/b><\/strong>), el m\u00e1ximo representante de Naciones Unidas record\u00f3 que:<\/p>\n<p style=\"font-weight: 400;\">\u00ab<em>136 of our colleagues in Gaza have been killed in 75 days \u2013 something we have never seen in the history of the United Nations<\/em>\u00ab.<\/p>\n<p style=\"font-weight: 400;\"><strong><em>Gaza: una tragedia total<\/em><\/strong><\/p>\n<p style=\"font-weight: 400;\">Tuvimos la oportunidad de analizar estos y otros aspectos en discusi\u00f3n que manten\u00edan fuertes objeciones de Estados Unidos, as\u00ed como referir a ejercicios similares recientes en el Consejo de Seguridad, en nuestra\u00a0<strong><b><a href=\"http:\/\/derechointernacionalcr.blogspot.com\/2023\/12\/gaza-israel-inminente-voto-de-una-nueva.html\">nota<\/a><\/b><\/strong>\u00a0anterior titulada \u00ab<em>Gaza \/ Israel: inminente voto de una nueva resoluci\u00f3n del Consejo de Seguridad\u00a0<\/em>\u00ab.<\/p>\n<p style=\"font-weight: 400;\">La amenaza de un tercer veto norteamericano pareciera haber logrado debilitar la propuesta inicial emirat\u00ed, y no ser\u00eda de sorprenderse que la propuesta original sea llevada a la Asamblea General de Naciones Unidas, dada la absoluta urgencia de frenar los \u00edmpetus de Israel: su operaci\u00f3n militar en Gaza consiste, desde el pasado 7 de octubre, en una acci\u00f3n punitiva colectiva en contra de la poblaci\u00f3n civil de Gaza, con un saldo mort\u00edfero de casi 20.000 fallecidos al 22 de diciembre.<\/p>\n<p style=\"font-weight: 400;\">Se lee en el \u00faltimo informe de situaci\u00f3n elaborado por Naciones Unidas (v\u00e9ase <strong><b><a href=\"https:\/\/www.ochaopt.org\/content\/hostilities-gaza-strip-and-israel-flash-update-75\">informe<\/a><\/b><\/strong> al 21 de diciembre) que:<\/p>\n<p style=\"font-weight: 400;\">\u00ab<em>Between 7 October and 19 December, 19,667 fatalities were reported by the Gaza Ministry of Health (MoH), which has not published updated tolls since then. The Gaza Government Media Office reported on the fatalities as of 21 December, although their methodology is unknown. Taken together, with the noted caveats, these figures amount to about 20,000. Of them, more than 8,000 are said to be children and more than 6,200 women. The Under-General Secretary\u00a0<b><a href=\"https:\/\/twitter.com\/UNReliefChief\/status\/1737562571207537072\">stated<\/a><\/b>: \u201cThat such a brutal conflict has been allowed to continue and for this long \u2013 despite the widespread condemnation, the physical and mental toll and the massive destruction \u2013 is an indelible stain on our collective conscience.\u201d\u00a0<\/em><\/p>\n<p style=\"font-weight: 400;\"><em>Between 20 and 21 December, four Israeli soldiers were reportedly killed in Gaza. Since the start of the ground operations, 138 soldiers have been killed in Gaza, and 771 soldiers have been injured, according to the Israeli military\u00a0<\/em>\u00ab.<\/p>\n<p style=\"font-weight: 400;\">Recientemente se ley\u00f3 en Francia por parte de un reconocido experto y ex militar galo especialista en efectos de bombardeos a\u00e9reos, que el saldo mort\u00edfero en Gaza podr\u00eda ser muy superior. Utilizando el n\u00famero de bombas que Israel oficialmente reconoce haber largado desde los aires sobre Gaza desde el 7 de octubre, indica en sus \u00faltimas reflexiones que publica en su blog (v\u00e9ase su\u00a0<strong><b><a href=\"https:\/\/nepassubir.fr\/2023\/12\/16\/israel-contre-le-hamas-un-carnage-y-compris-pour-les-otages\/\">nota completa<\/a><\/b><\/strong>\u00a0 del 16 de diciembre, titulada \u00ab<em>Isra\u00ebl contre le Hamas, un carnage y compris pour les otages ?<\/em>\u00a0\u00ab) que:<\/p>\n<p style=\"font-weight: 400;\">\u00ab<em>Avec au moins 450 bombardements\u00a0(a\u00e9riens et tirs d\u2019artillerie) par jour, cela repr\u00e9sente au minimum un nombre de victimes \u00e9quivalent puisque ces tirs sont par nature tr\u00e8s meurtriers. Les d\u00e9g\u00e2ts sont consid\u00e9rables : 63 jours par 450 tu\u00e9s = 28,000 morts au minimum, soit une \u00ab\u00a0fourchette\u00a0\u00bb probable de 25 \u00e0 35 mille morts, auxquels il faut rajouter 3 \u00e0 4 fois plus de bless\u00e9s, donc un total de plus de 125,000 morts et bless\u00e9s apr\u00e8s 9 semaines de bombardements (et une semaine de tr\u00eave)<\/em>\u00ab.<\/p>\n<p style=\"font-weight: 400;\">Cabe precisar que este reciente\u00a0\u00a0<b><a href=\"https:\/\/airwars.org\/civilian-casualties\/ispt0587-october-25-2023\/\">informe<\/a><\/b>\u00a0de la ONG\u00a0<em>AirWars<\/em>\u00a0detalla c\u00f3mo, con un solo ataque a\u00e9reo realizado el 25 de octubre por parte de Israel,\u00a0 Israel caus\u00f3 la muerte de m\u00e1s de 100 personas en Gaza.<\/p>\n<p style=\"font-weight: 400;\">Ante semejante insensatez por parte de Israel, sus importaciones masivas de municiones desde Estados Unidos plantean algunas interrogantes: no est\u00e1 de m\u00e1s se\u00f1alar esta reciente\u00a0<strong><b><a href=\"https:\/\/www.sanders.senate.gov\/wp-content\/uploads\/HLA2314621.pdf\">iniciativa<\/a><\/b><\/strong>\u00a0de un Senador en Estados Unidos con el fin de aplicarle a Israel el mismo r\u00e9gimen de condicionamientos para beneficiar de material militar norteamericano (tal y como se implementa con exportaciones similares hacia otras latitudes), invocando en particular la\u00a0<b><a href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/22\/2304#:~:text=In%20furtherance%20of%20paragraphs%20(1,governments%20which%20deny%20to%20their\"><strong>secci\u00f3n 502 B<\/strong><\/a><\/b>\u00a0del\u00a0<em>Foreign Assistance Ac<\/em>t de 1961.<\/p>\n<p style=\"font-weight: 400;\">Finalmente, es de se\u00f1alar que muy recientemente las \u00ab<em>pruebas contundentes<\/em>\u00bb aportadas por Israel para justificar su asedio militar al hospital Al-Shifa en Gaza no lograron convencer a ning\u00fan periodista de investigaci\u00f3n de un medio como el <em>Washington Post<\/em> en Estados Unidos (v\u00e9ase <strong><b><a href=\"https:\/\/www.huffpost.com\/entry\/israel-claims-hamas-al-shifa-hospital-not-supported-evidence-washington-post_n_6584ae91e4b04da98426441c\">nota<\/a><\/b><\/strong> del <em>Huffinghton Post<\/em> titulada \u00ab<em>Evidence Doesn&#8217;t Support Israeli Claims That Hospital Was Hamas Command Center: Report\u00bb).<\/em><\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\"><strong><em>A modo de conclusi\u00f3n<\/em><\/strong><\/p>\n<p style=\"font-weight: 400;\">El repudio que causa el accionar militar en Gaza de Israel con el apoyo irrestrico de Estados Unidos es cada vez mayor y otros aliados, otrora cercanos a Israel (como Canad\u00e1 y Australia) han ido tomando sus distancias ante la insensatez que se ha apoderado de las m\u00e1ximas autoridades israel\u00edes desde la tarde\/noche del pasado 7 de octubre.<\/p>\n<p style=\"font-weight: 400;\">El pasado 17 de diciembre, fue la Organizaci\u00f3n Mundial de la Salud (OMS) la que describi\u00f3 como un \u00ab<em>ba\u00f1o de sangre<\/em>\u00bb el hospital de Al-Shifa en Gaza (v\u00e9ase\u00a0<strong><b><a href=\"https:\/\/news.un.org\/fr\/story\/2023\/12\/1141722\">comunicado de prensa<\/a><\/b><\/strong>) ante la imposibilidad de los m\u00e9dicos y enfermeros de atender correctamente a los numerosos pacientes graves que llegan continuamente a este centro hospitalario.<\/p>\n<p style=\"font-weight: 400;\">Con respecto al n\u00famero de ni\u00f1os que han perdido la vida en Gaza desde el 7 de octubre, se lee en este\u00a0<strong><b><a href=\"https:\/\/www.dci-palestine.org\/year_in_review_israeli_forces_carry_out_genocide_against_palestinian_children\">informe<\/a><\/b><\/strong>\u00a0de\u00a0<em>Defense Children International<\/em>\u00a0con fecha del 14 de diciembre del 2023 que: \u00ab<em>Israeli forces have killed at least 7,870 Palestinian children in Gaza since the Israeli military unleashed a massive military offensive on the Gaza Strip on October 7<\/em>\u00ab.<\/p>\n<p style=\"font-weight: 400;\">Este 22 de diciembre, desde la Oficina del Alto Comisionado para los Derechos Humanos de Naciones Unidas (v\u00e9ase\u00a0<strong><b><a href=\"https:\/\/www.ohchr.org\/en\/press-releases\/2023\/12\/israel-working-expel-civilian-population-gaza-un-expert-warns\">comunicado oficial<\/a><\/b><\/strong>) una experta no dudo en afirmar que, detr\u00e1s de las \u00ab<em>zonas de refugio<\/em>\u00bb hacia las que se obliga a trasladarse a los desplazados en Gaza, para luego bombardearlas indicando otros sitios \u00ab<em>seguros<\/em>\u00bb determinados por las autoridades militares israel\u00edes, hay una estrategia deliberada y una clara intenci\u00f3n que debe ser denunciada por la comunidad internacional:<\/p>\n<p style=\"font-weight: 400;\">\u00ab<em>As evacuation orders and military operations continue to expand and civilians are subjected to relentless attacks on a daily basis, the only logical conclusion is that Israel\u2019s military operation in Gaza aims to deport the majority of the civilian population\u00a0en masse<\/em><em>\u00ab.<\/em><\/p>\n<p style=\"font-weight: 400;\">Finalmente, compartimos la descripci\u00f3n hecha por el Secretario General de la situaci\u00f3n desesperada que se vive en Gaza, contenida en sus declaraciones del mismo 22 de diciembre ante la prensa (v\u00e9ase<strong><b><a href=\"https:\/\/www.un.org\/sg\/en\/content\/sg\/press-encounter\/2023-12-22\/secretary-generals-press-conference-the-situation-the-middle-east\"> enlace oficial<\/a><\/b><\/strong> de Naciones Unidas), en las que se lee que:<\/p>\n<p style=\"font-weight: 400;\">\u00ab<em>One colleague described the deathly silence of a hospital with no medication or treatment for its sick and injured patients.\u00a0<\/em><em>According to the World Food Programme, widespread famine looms.\u00a0<\/em><em>More than half a million people \u2013 a quarter of the population \u2013 are facing what experts classify as catastrophic levels of hunger.\u00a0<\/em><em>Four out of five of the hungriest people anywhere in the world are in Gaza.\u00a0<\/em><em>And clean water is at a trickle.\u00a0\u00a0<\/em><em>UNICEF found that displaced children in the south have access to just ten percent of the water they need.\u00a0<\/em><em>In these desperate conditions, it is little wonder that many people cannot wait for humanitarian distributions and are grabbing whatever they can from aid trucks<\/em>\u00ab.<\/p>\n<p style=\"font-weight: imm\u00e9diate et inconditionnelle de tous les otages et la garantie d\u2019un acc\u00e8s humanitaire imm\u00e9diat,<\/em><\/p>\n<p style=\"font-weight: 400;\"><em>R\u00e9affirmant que toutes les m\u00e9dical,<\/em><\/p>\n<p style=\"font-weight: 400;\"><em>Demandant \u00e0 nouveau \u00e0 toutes les parties de s\u2019abstenir de priver la population civile de la bande de Gaza des services essentiels et de l\u2019aide humanitaire indispensables \u00e0 sa survie, conform\u00e9ment au droit international humanitaire,<\/em><\/p>\n<p style=\"font-weight: 400;\"><em>Saluant l\u2019action indispensable et persistante que continuent de mener l\u2019Organisation des Nations Unies, ses institutions sp\u00e9cialis\u00e9es et l\u2019ensemble du personnel humanitaire et m\u00e9dical dans la bande de Gaza pour att\u00e9nuer les r\u00e9percussions du conflit sur le peuple de la bande de Gaza et exprimant ses sinc\u00e8res condol\u00e9ances \u00e0 tous les civils, y compris les membres du personnel humanitaire et m\u00e9dical, qui ont \u00e9t\u00e9 tu\u00e9s au cours du conflit,<\/em><\/p>\n<p style=\"font-weight: 400;\"><em>Accueillant avec satisfaction l\u2019action men\u00e9e par l\u2019\u00c9gypte pour faciliter l\u2019utilisation du point de passage frontalier de Rafah par les organismes humanitaires des Nations Unies et leurs partenaires d\u2019ex\u00e9cution en vue de l\u2019acheminement d\u2019une aide humanitaire aux personnes qui en ont besoin dans toute la bande de Gaza,<\/em><\/p>\n<p style=\"font-weight: 400;\"><em>Prenant note de la d\u00e9cision prise le 15 d\u00e9cembre 2023 par le Gouvernement isra\u00e9lien d\u2019ouvrir le point de passage de Karam Abou Salem\/Kerem Shalom en vue de l\u2019acheminement direct d\u2019une aide humanitaire aux civils palestiniens de Gaza, qui devrait d\u00e9sengorger et faciliter l\u2019acheminement d\u2019une assistance vitale \u00e0 ceux qui en ont besoin de toute urgence, et soulignant qu\u2019il faut continuer de coop\u00e9rer \u00e9troitement avec toutes les parties concern\u00e9es pour \u00e9largir l\u2019acheminement et la distribution de l\u2019aide humanitaire, en r\u00e9affirmant son caract\u00e8re humanitaire et en veillant \u00e0 ce qu\u2019elle atteigne sa destination civile,<\/em><\/p>\n<p style=\"font-weight: 400;\"><em>Encourageant la collaboration avec les \u00c9tats concern\u00e9s dans la mise en \u0153uvre de la pr\u00e9sente r\u00e9solution,<\/em><\/p>\n<p style=\"font-weight: 400;\"><em>Se f\u00e9licitant de la mise en place d\u2019une r\u00e9cente \u00ab pause humanitaire \u00bb dans la bande de Gaza, constatant avec satisfaction l\u2019action diplomatique men\u00e9e dans ce cadre par l\u2019\u00c9gypte, le Qatar et d\u2019autres \u00c9tats et se d\u00e9clarant vivement pr\u00e9occup\u00e9 par les effets de la reprise des hostilit\u00e9s sur les civils,<\/em><\/p>\n<p style=\"font-weight: 400;\"><em>Conscient que la population civile de la bande de Gaza doit avoir acc\u00e8s aux quantit\u00e9s suffisantes d\u2019aide dont elle a besoin, notamment en nourriture, en eau, en assainissement, en \u00e9lectricit\u00e9, en t\u00e9l\u00e9communications et en services m\u00e9dicaux essentiels \u00e0 sa survie et que l\u2019acheminement de fournitures humanitaires dans la bande de Gaza doit suffire \u00e0 att\u00e9nuer les besoins humanitaires immenses de la population civile palestinienne dans l\u2019ensemble de la bande de Gaza et sachant l\u2019importance de la reprise des importations commerciales de biens et de services essentiels \u00e0 la bande de Gaza,<\/em><\/p>\n<p style=\"font-weight: 400;\"><em>Accueillant avec satisfaction les contributions financi\u00e8res et les promesses de dons faites par les \u00c9tats Membres \u00e0 l\u2019appui de la population civile palestinienne de Gaza et prenant note de la Conf\u00e9rence humanitaire internationale pour la population civile de Gaza qui s\u2019est tenue \u00e0 Paris le 9 novembre 2023 et de la r\u00e9union de suivi du 6 d\u00e9cembre 2023,<\/em><\/p>\n<p style=\"font-weight: 400;\"><em style=\"font-weight: inherit;\">1.Exige de nouveau de toutes les parties qu\u2019elles s\u2019acquittent des obligations que leur impose le droit international, y compris le droit international humanitaire, notamment pour ce qui est de la conduite des hostilit\u00e9s et de la protection des civils et des biens de caract\u00e8re civil, de l\u2019acc\u00e8s humanitaire et de la protection du personnel humanitaire et de sa libert\u00e9 de circulation et du devoir, selon qu\u2019il convient, d\u2019assurer l\u2019approvisionnement de la population, entre autres, en vivres et en produits m\u00e9dicaux, rappelle que les installations civiles et humanitaires, en particulier les h\u00f4pitaux, les installations m\u00e9dicales, les \u00e9coles, les lieux de culte et les installations des Nations Unies, ainsi que le personnel humanitaire et m\u00e9dical et leurs moyens de transport doivent \u00eatre respect\u00e9s et prot\u00e9g\u00e9s, conform\u00e9ment au droit international humanitaire, et souligne qu\u2019aucune disposition de la pr\u00e9sente r\u00e9solution ne d\u00e9charge les parties de ces obligations;<\/em><\/p>\n<p style=\"font-weight: 400;\"><em style=\"font-weight: inherit;\">2.R\u00e9affirme les obligations qu\u2019impose aux parties au conflit le droit international humanitaire concernant la fourniture d\u2019une aide humanitaire, exige de toutes les parties qu\u2019elles autorisent et facilitent l\u2019acheminement imm\u00e9diat, s\u00fbr et des hostilit\u00e9s;<\/em><\/p>\n<p style=\"font-weight: 400;\"><em style=\"font-weight: inherit;\">3.Exige de toutes les parties au conflit qu\u2019elles autorisent et facilitent le recours \u00e0 l\u2019ensemble des voies d\u2019acc\u00e8s et de circulation disponibles dans toute la bande de Gaza, notamment aux points de passage, y compris la mise en service int\u00e9grale et prompte de celui de Karam Abou Salem\/Kerem Shalom dont l\u2019ouverture a \u00e9t\u00e9 annonc\u00e9e, en vue de l\u2019acheminement de l\u2019aide humanitaire, pour veiller \u00e0 ce que le personnel humanitaire et l\u2019aide humanitaire, en particulier le carburant, la nourriture, les fournitures m\u00e9dicales et l\u2019assistance \u00e0 un h\u00e9bergement d\u2019urgence parviennent aux civils qui en ont besoin dans l\u2019ensemble de la bande de Gaza sans d\u00e9tournement et par les voies les plus directes, ainsi que du mat\u00e9riel visant \u00e0 r\u00e9parer et \u00e0 garantir le fonctionnement d\u2019infrastructures critiques et \u00e0 assurer des services essentiels, sans pr\u00e9judice des obligations qu\u2019impose le droit international humanitaire aux parties au conflit, et souligne qu\u2019il importe de respecter et de prot\u00e9ger les points de passage et les infrastructures maritimes servant \u00e0 l\u2019acheminement d\u2019une aide humanitaire \u00e0 grande \u00e9chelle;<\/em><\/p>\n<p style=\"font-weight: 400;\"><em style=\"font-weight: inherit;\">4.Prie le Secr\u00e9taire g\u00e9n\u00e9ral, afin d\u2019acc\u00e9l\u00e9rer l\u2019acheminement de l\u2019aide humanitaire \u00e0 la population civile de la bande de Gaza, de nommer un coordonnateur de l\u2019action humanitaire et de la reconstruction exp\u00e9riment\u00e9, qui sera charg\u00e9 de faciliter, de coordonner, de contr\u00f4ler et de v\u00e9rifier \u00e0 Gaza, selon qu\u2019il conviendra, le caract\u00e8re humanitaire de l\u2019ensemble des secours humanitaires achemin\u00e9s \u00e0 Gaza par l\u2019interm\u00e9diaire d\u2019\u00c9tats qui ne sont pas parties au conflit, demande que le Coordonnateur mette rapidement en place un m\u00e9canisme des Nations Unies destin\u00e9 \u00e0 acc\u00e9l\u00e9rer l\u2019acheminement des secours humanitaires \u00e0 Gaza par l\u2019interm\u00e9diaire d\u2019\u00c9tats qui ne sont pas parties au conflit, en concertation avec toutes les parties concern\u00e9es, l\u2019objectif \u00e9tant de simplifier, de dynamiser et d\u2019acc\u00e9l\u00e9rer la fourniture d\u2019aide tout en continuant \u00e0 faire en sorte que l\u2019aide atteigne sa destination civile, et exige de toutes les parties au conflit qu\u2019elles coop\u00e8rent avec le Coordonnateur pour que chacun s\u2019acquitte de ses obligations sans retard ni obstruction;<\/em><\/p>\n<p style=\"font-weight: 400;\"><em style=\"font-weight: inherit;\">5.Demande que le Coordonnateur soit nomm\u00e9 rapidement;<\/em><\/p>\n<p style=\"font-weight: 400;\"><em style=\"font-weight: inherit;\">6.D\u00e9cide que le Coordonnateur sera dot\u00e9 du personnel et du mat\u00e9riel n\u00e9cessaires \u00e0 Gaza, sous l\u2019autorit\u00e9 de l\u2019ONU, pour s\u2019acquitter des fonctions \u00e9nonc\u00e9es dans la pr\u00e9sente r\u00e9solution et de toute autre fonction qu\u2019il pourrait lui confier, et demande que le Coordonnateur l\u2019informe de ses activit\u00e9s, son rapport initial devant lui \u00eatre communiqu\u00e9 dans les premiers 20 jours, puis les suivants tous les 90 jours jusqu\u2019au 30 septembre 2024;<\/em><\/p>\n<p style=\"font-weight: 400;\"><em style=\"font-weight: inherit;\">7.Exige la lib\u00e9ration imm\u00e9diate et inconditionnelle de tous les otages et la garantie d\u2019un acc\u00e8s humanitaire pour r\u00e9pondre \u00e0 leurs besoins m\u00e9dicaux;<\/em><\/p>\n<p style=\"font-weight: 400;\"><em style=\"font-weight: inherit;\">8.Exige la fourniture de carburant \u00e0 Gaza en quantit\u00e9s suffisantes pour satisfaire les besoins humanitaires;<\/em><\/p>\n<p style=\"font-weight: 400;\"><em style=\"font-weight: inherit;\">9.Demande \u00e0 toutes les parties de respecter le droit international humanitaire et, \u00e0 cet \u00e9gard, d\u00e9plore toutes les attaques contre les personnes civiles et les biens de caract\u00e8re civil ainsi que tous les actes de violence et parties doivent s\u2019acquitter des obligations que leur impose le droit international humanitaire, notamment pour ce qui est de respecter et de prot\u00e9ger les civils et de prendre toutes les pr\u00e9cautions possibles pour \u00e9pargner les biens de caract\u00e8re civil, en particulier les biens cruciaux \u00e0 la prestation de services essentiels \u00e0 la population civile, de s\u2019abstenir d\u2019attaquer, de d\u00e9truire, d\u2019enlever ou de mettre hors d\u2019usage des biens indispensables \u00e0 la survie de la population civile, et de respecter et de prot\u00e9ger le personnel humanitaire ainsi que les articles destin\u00e9s aux op\u00e9rations de secours humanitaire;<\/em><\/p>\n<p style=\"font-weight: 400;\"><em style=\"font-weight: inherit;\">11.R\u00e9affirme que les biens de caract\u00e8re civil, dont les lieux de refuge, y compris dans les installations des Nations Unies et leurs environs, sont prot\u00e9g\u00e9s au regard du droit international humanitaire et rejette le d\u00e9placement forc\u00e9 de la population civile, en particulier d\u2019enfants, en violation du droit international, y compris le droit international humanitaire et le droit international des droits humains;<\/em><\/p>\n<p style=\"font-weight: 400;\"><em style=\"font-weight: inherit;\">12.R\u00e9affirme son attachement sans faille \u00e0 la vision de la solution des deux \u00c9tats o\u00f9 deux \u00c9tats d\u00e9mocratiques, Isra\u00ebl et la Palestine, vivent c\u00f4te \u00e0 c\u00f4te en paix, \u00e0 l\u2019int\u00e9rieur de fronti\u00e8res s\u00fbres et reconnues, conform\u00e9ment au droit international et aux r\u00e9solutions pertinentes des organes de l\u2019ONU et, \u00e0 cet \u00e9gard, souligne l\u2019importance d\u2019unifier la bande de Gaza avec la Cisjordanie, sous l\u2019Autorit\u00e9 palestinienne;<\/em><\/p>\n<p style=\"font-weight: 400;\"><em style=\"font-weight: inherit;\">13.Exige de toutes les parties au conflit qu\u2019elles prennent l\u2019ensemble des dispositions n\u00e9cessaires pour assurer la s\u00fbret\u00e9 et la s\u00e9curit\u00e9 du personnel des Nations Unies et du personnel associ\u00e9, du personnel des institutions sp\u00e9cialis\u00e9es des Nations Unies et de toutes les autres personnes participant \u00e0 des activit\u00e9s de secours humanitaires, conform\u00e9ment au droit international humanitaire, sans pr\u00e9judice de leur libert\u00e9 de circulation et d\u2019acc\u00e8s, insiste sur la n\u00e9cessit\u00e9 de ne pas entraver ces efforts et rappelle que le personnel charg\u00e9 des secours humanitaires doit \u00eatre respect\u00e9 et prot\u00e9g\u00e9;<\/em><\/p>\n<p style=\"font-weight: 400;\"><em style=\"font-weight: inherit;\">14.Exige l\u2019application de la r\u00e9solution 2712 (2023) dans son int\u00e9gralit\u00e9, prie le Secr\u00e9taire g\u00e9n\u00e9ral de lui pr\u00e9senter par \u00e9crit un rapport dans les cinq jours ouvr\u00e9s suivant l\u2019adoption de la pr\u00e9sente r\u00e9solution sur l\u2019application de la r\u00e9solution 2712 (2023) et par la suite aussi souvent que n\u00e9cessaire et demande \u00e0 toutes les parties concern\u00e9es d\u2019utiliser pleinement les m\u00e9canismes de notification humanitaire et de d\u00e9sescalade du conflit mis en place pour prot\u00e9ger tous les sites humanitaires, y compris les installations des Nations Unies, et d\u2019aider \u00e0 faciliter la circulation des convois d\u2019aide, sans pr\u00e9judice des obligations faites aux parties de respecter le droit international constitutes an integral part of the territory occupied in 1967, and reiterating the vision of the two-State solution, with the Gaza Strip as part of the Palestinian State,\u00a0<\/em><\/p>\n<p style=\"font-weight: 400;\"><em>Expressing deep concern at the dire and rapidly deteriorating humanitarian situation in the Gaza Strip and its grave impact on the civilian population, underlining the urgent need for full, rapid, safe, and unhindered humanitarian access into and throughout the entire Gaza Strip, and taking note of the concerning reports from the leadership of the United Nations and humanitarian organizations in this regard, reaffirming its strong concern for the disproportionate effect that the conflict is having on the lives and well-being of children, women, and other civilians in vulnerable situations, and stressing the humanitarian principles of humanity, impartiality, neutrality, and independence,\u00a0<\/em><\/p>\n<p style=\"font-weight: 400;\"><em>Stressing the obligation to respect and protect humanitarian relief and medical personnel,\u00a0<\/em><\/p>\n<p style=\"font-weight: 400;\"><em>Reaffirming its call for all parties to refrain from depriving the civilian population in the Gaza Strip of basic services and humanitarian assistance indispensable to their survival, consistent with international humanitarian law,\u00a0<\/em><\/p>\n<p style=\"font-weight: 400;\"><em>Commending the indispensable and ongoing efforts of the United Nations, its specialized agencies and all humanitarian and medical personnel in the Gaza Strip to alleviate the impact of the conflict on the people in the Gaza Strip, and expressing\u00a0condolences for all civilians, including humanitarian and medical personnel, killed in the course of this conflict,\u00a0<\/em><\/p>\n<p style=\"font-weight: 400;\"><em>Welcoming the efforts of Egypt to facilitate the use of the Rafah Border crossing by United Nations humanitarian agencies and their implementing partners for the provision of humanitarian assistance for people in need throughout the Gaza Strip,\u00a0<\/em><\/p>\n<p style=\"font-weight: 400;\"><em>Taking note of the 15 December 2023 decision by the Government of Israel to open its crossing at Karem Abu Salem \/ Kerem Shalom for direct delivery of humanitarian assistance to Palestinian civilians in Gaza, which should ease congestion and help facilitate the provision of life-saving assistance to those who urgently need it, and emphasizing the need to continue working closely with all relevant parties to expand the delivery and distribution of humanitarian assistance, while confirming its humanitarian nature and ensuring that it reaches its civilian destination,\u00a0<\/em><\/p>\n<p style=\"font-weight: 400;\"><em>Encouraging engagement with relevant states in the implementation of this resolution,\u00a0<\/em><\/p>\n<p style=\"font-weight: 400;\"><em>Welcoming the implementation of a recent \u2018humanitarian pause\u2019 in the Gaza Strip, and expressing appreciation for the diplomatic efforts of Egypt, the State of Qatar, and other states in this regard, and also expressing grave concerns as to the impact the resumption of hostilities has had on civilians,\u00a0<\/em><\/p>\n<p style=\"font-weight: 400;\"><em>Recognizing that the civilian population in the Gaza Strip must have access to sufficient quantities of assistance that they need, including enough food, water, sanitation, electricity, telecommunications and medical services essential for their survival, and that the provision of humanitarian supplies in the Gaza Strip needs to be sufficient to alleviate the massive humanitarian needs of the Palestinian civilian population throughout the Gaza Strip, and recognizing the importance of resuming commercial imports of essential goods and services into the Gaza Strip,\u00a0<\/em><\/p>\n<p style=\"font-weight: 400;\"><em>Welcoming financial contributions the protection of humanitarian personnel and their freedom of movement, and the duty, as applicable, of ensuring the food and medical supplies, among others, of the population, recalls that civilian and humanitarian facilities, including hospitals, medical facilities, schools, places of worship, and facilities of the UN, as well as humanitarian personnel, and medical personnel, and their means of transport, must be respected and protected, according to international humanitarian law, and affirms that nothing in this resolution absolves the parties of these obligations;\u00a0<\/em><\/li>\n<li style=\"font-weight: 400;\"><em> Reaffirms the obligations of the parties to the conflict under international humanitarian law regarding the provision of humanitarian assistance, demands that they crossings,\u00a0including full and prompt implementation of the announced opening of the Karem Abu Salem \/ Kerem Shalom Border Crossing, for the provision of humanitarian assistance in order to ensure that humanitarian personnel and humanitarian assistance, including fuel, food, and medical supplies and emergency shelter assistance, reaches the civilian population in need throughout the Gaza Strip without diversion and through the most direct routes, as well as for material and equipment to repair and ensure the functioning of critical infrastructure and to provide essential services, without prejudice to the obligations of the parties to the conflict under international humanitarian law, and stresses the importance of respecting and protecting border crossings and maritime infrastructure used for the delivery of humanitarian assistance at scale;\u00a0<\/em><\/li>\n<li style=\"font-weight: 400;\"><em> Requests the Secretary-General, with the objective of expediting the delivery of humanitarian assistance to the civilian population in the Gaza Strip, to appoint a Senior Humanitarian and Reconstruction Coordinator with responsibility for facilitating, coordinating, monitoring, and verifying in Gaza, as appropriate, the humanitarian nature of all humanitarian relief consignments to Gaza provided through states which are not party to the conflict, and further requests that the Coordinator expeditiously establish a UN mechanism for accelerating the provision of humanitarian relief consignments to Gaza through states which are not party to the conflict, consulting all relevant parties, with the goal of expediting, streamlining, and accelerating the process of providing assistance while continuing to help ensure that aid reaches its civilian destination, and demands that the parties to the conflict cooperate with the Coordinator to fulfill their mandate without delay or obstruction;\u00a0<\/em><\/li>\n<li style=\"font-weight: 400;\"><em> Requests that the Coordinator be appointed expeditiously;\u00a0<\/em><\/li>\n<li style=\"font-weight: 400;\"><em> Determines that the Coordinator will have the necessary personnel and equipment in Gaza, under the authority of the United Nations, to perform these, and other functions as determined by the Security Council, and requests that the Coordinator report to the Security Council on its work, with an initial report within 20 days and thereafter every 90 days through 30 September 2024;\u00a0<\/em><\/li>\n<li style=\"font-weight: 400;\"><em> Demands the immediate and unconditional release of all hostages, as well as ensuring humanitarian access to address medical needs of all hostages;\u00a0<\/em><\/li>\n<li style=\"font-weight: 400;\"><em> Demands the provision of fuel to Gaza at levels that will meet requisite humanitarian needs;\u00a0<\/em><\/li>\n<li style=\"font-weight: 400;\"><em> Calls for all parties to adhere to international humanitarian law and in this regard deplores all attacks against civilians and civilian objects, as well as all violence and hostilities against civilians, and all acts of terrorism;\u00a0<\/em><\/li>\n<li style=\"font-weight: 400;\"><em> Reaffirms the obligations of all parties under international humanitarian law, including with regard to respecting and protecting civilians and taking constant care to spare civilian objects, including such objects critical to the delivery of essential services to the civilian population, and with regard to refraining from attacking, destroying, removing or rendering useless objects that are indispensable to the survival of the civilian population, as well as respecting and protecting humanitarian personnel and consignments used for humanitarian relief operations;\u00a0<\/em><\/li>\n<li style=\"font-weight: 400;\"><em> Reaffirms that civilian objects, including places of refuge, including within United Nations facilities and their surroundings, are protected under international humanitarian law, and rejects forced displacement of the civilian population, including children, in violation of international law, including international humanitarian law and international human rights law;\u00a0<\/em><\/li>\n<li style=\"font-weight: 400;\"><em> Reiterates its unwavering commitment to the vision of the two-State solution where two democratic States, Israel and Palestine, live side by side in peacewithin secure and recognized borders, consistent with international law and relevant UN resolutions, and in this regard stresses the importance of unifying the Gaza Strip with the West Bank under the Palestinian Authority;\u00a0<\/em><\/li>\n<li style=\"font-weight: 400;\"><em> Demands that all parties to the conflict take all appropriate steps to ensure the safety and security of United Nations and associated personnel, those of its specialized agencies, and all other personnel engaged in humanitarian relief activities consistent with international humanitarian law, without prejudice to their freedom of movement and access, stresses the need not to hinder these efforts, and recalls that humanitarian relief personnel must be respected and protected;\u00a0<\/em><\/li>\n<li style=\"font-weight: 400;\"><em> Demands implementation of resolution 2712 (2023) in full, requests the Secretary-General to report to the Security Council in writing within five working days of the adoption of this resolution on the implementation of resolution 2712 (2023), and thereafter as necessary, and calls upon all parties concerned to make full use of the humanitarian notification and deconfliction mechanisms in place to protect all humanitarian sites, including UN facilities, and to help facilitate the movement of aid convoys,
