Wahlvorbereitungen in Tripolis stehen vor dem Scheitern.<\/strong><\/p>\n<p>Die Menschenrechtsorganisation Amnesty International (AI) erhebt schwere Vorw\u00fcrfe gegen die EU wegen ihrer Zuarbeit bei Ergreifung und Internierung von Fl\u00fcchtlingen in Libyen. Demnach sorgen EU-Stellen und Einrichtungen der Mitgliedstaaten daf\u00fcr, dass Bootsfl\u00fcchtlinge auf dem Mittelmeer nicht von Seeleuten aus Europa gerettet, sondern von der sogenannten libyschen K\u00fcstenwache aufgegriffen werden. Diese beschie\u00dft die Boote zuweilen oder bringt sie zum Kentern. Fl\u00fcchtlinge, die sie ergreift, werden oft in Fl\u00fcchtlingslager gebracht. In den Fl\u00fcchtlingslagern wiederum sind sie schwersten Misshandlungen ausgesetzt; auch Morde sind dokumentiert. Tausende von der &#8222;K\u00fcstenwache&#8220; aufgegriffene Fl\u00fcchtlinge sind spurlos verschwunden. Am heutigen Donnerstag befasst sich der UN-Sicherheitsrat mit Libyen &#8211; freilich nicht mit der Lage der Fl\u00fcchtlinge, sondern mit dem drohenden Scheitern des Plans, in Libyen am 24. Dezember Parlaments- und Pr\u00e4sidentenwahlen durchzuf\u00fchren. Dies bedeutete zugleich das Scheitern der zweiten Berliner Libyen-Konferenz am 23.
